Local schools close down when there's an inch of snow on the ground. They always say it's because we're not a snowy region and aren't equipped to deal with it, but it happens every year, and I've lived in places where most of the roads were covered in a sheet of ice for 2 - 3 months of the year. That doesn't change by purchasing more snowplows.
