Any secret government operative that wants to spray Obamas messianic jizz to athmosphere above Hawaii will have to pay 500 000 dollars fine for each day the trails are visible!
Because this proposed law doesnt simply single out evil black ops trailing of doom, it means any flying objects using jet-propulsion are susceptible!

It's a total crock of course, but even if they somehow manage to get it passed, it wouldn't be enforceable. Anything that flys is subject to Federal jurisdiction. No State, County or City can alter that. So long as the aircraft are following FAA regs and their controller's instructions Maui can go piss up a rope.
