It's a sham. Big Government statists don't pass "budgets", anyway. They just generate predictions of roughly how much deeper they'll dig the hole each year.

Along with successions of worst congresses in history. When you keep veering from bad situation to bad situation to worse situation, it is a very big tell tale sign that you are destined for a crash and total collapse.
