Can't really tell from the article if 8 people were sent to remove the sign or 8 people were sent to do work to an area which included taking down the sign.

Seems pretty clear. 8 for the sign. 10 others were in the area doing other work

I know nothing of the work assignment these men were given, the size of the sign they were removing or what other tasks they were also performing that day, but...
