Various oil products will actually remain cheaper in the US if the pipeline doesn't get built and it becomes easier to ship the oil abroad. Right now the US benefits from being the only viable customer for the oil the pipeline would be carrying.

Only as long as the Canadians allow it. They could build their own pipeline to their own coast and sell it directly themselves and bypass us.

Putting a pipeline through the Rocky Mountains should be a breeze. And the residents of Vancouver would love to have some refineries built in their city.

Keystone will bring both. More canadian and US production and more end use product (like gasoline) exports.
The connection to Canada and Montana will lower oil costs a fraction for everyone in the US. The connection to the gulf coast will lower costs for the gulf states while raising costs for parts of the central US.
