n 1932, Albizu published a manuscript accusing Dr. Cornelius P. Rhoads of killing Puerto Rican patients in San Juan's Presbyterian Hospital, as part of his medical experiments for the Rockefeller Institute. Albizu quoted as his source a letter, received from a third party, in which Dr. Rhoads admitted to injecting Puerto Rican patients with live cancer cells:

"The Porto Ricans (sic) are the dirtiest, laziest, most degenerate and
thievish race of men ever to inhabit this sphere...I have done my best
to further the process of extermination by killing off eight and transplanting
cancer into several more...All physicians take delight in the abuse and
torture of the unfortunate subjects."

What is with Bstool and all the race war stuff lately?

Anywhoo, Puerto Rican votes don't count. It's for show only. Like DC citizens.

They can vote in the primaries (if the party allows) since those are private elections, not US elections.

Bstool has always has strong racial tones. I don't blame him as much as I pity him, that whole region was swimming in ethnic cleansing for a generation.

As far as Puerto Ricans, I have never met one that didn't speak english fluently. They are very much bi lingual, much the same as say Quebec.

There are actually 57 US states AND US territories that participate in the Federal General Elections.
