Casper sounds like a place that will have its gas prices hurt if the Keystone XL pipeline is built.

Not really. State law requires that a percentage of gas sold in California has to come from California oil wells. Not all oil fields are equally expensive to produce. California oil fields are among the most expensive. This jacks up the price of gas in Cali.
The law exists to prop up California oil producing towns that would otherwise have dried up and blown away decades ago.
