Battleground Quest question

Is there an upper limit on the number of times you can run this quest or a max RR that you can get it at? I have a Cathal Valley toon that has done it a bunch of times and he can no longer get the quest. He is only 3L3, the BG max's at 4L9, but I can no longer get the quest. He did it maybe 20 times. Anyone else hitting this snag?

Know there was some cap in past similar quests such as the easter egg quest.

Yeah; Depending on the quest they give, sometimes it has like 20 repeat limit or 25, I forget.
Sometime it doesn't have any kind of repeat cap at all, just depends what they put in.
