... however, one of the reasons I left was the short duration on "charges" on items such as Celerity and the pain of watching every freaking buff duration to time things right so most buffs are up when needed. Have they increased the duration on "charges" like celerity, artifact charges, etc?

Not that I can think of. CL resist buffs, for example, last 10 minutes without any +duration. While I wish they lasted longer, it certainly adds to the game that you need to watch your buffs (especially on a stealther).
Hopefully you come back and give DAoC another try, anyway!

A skilled player should be watching his/her buffs. It's not hard to get the celerity back up and running.

Normally i would say come back but now with invisible guys killing you id say no, find something better because csr's wont even respond to your appeals about it.
