Returning player with 3 questions

Still multiple RVR groups going at any given time or is it hard to get a group now? Just want to make sure the population hasnt gotten too horrible to where rvr is bad because NF is too big for low pop.
Are there any rule changes that i should be worried about? I heard they cracked down on macro farm teams. I run 2 accounts simultaneously now and would like to add a 3rd but dont want to get banned for not knowing the rules. I dont intend to macro them so hopefully its ok?
ive read comments like "weapon procs got nerfed hard and dont really matter much", "weapon speed doesnt matter anymore" and other things from posts in here. some were real old so i'm curious what makes a weapon "the best weapon" these days in terms of damage? I want the most brutal 2hand sword in the game basicly but feel im outdated and dont want to follow old outdated posts potentially. I'm playing a slow troll so was hoping for a haste proc to help me out.

There are groups... how easy it is to get in a pug depends on your class

as long as you dont macro, run as many accounts as you want

Don't rely on celerity procs. Run conc haste and celerity charges if you're a tank. Also, which weapon is the best depends on your spec, for sword I still like dragonfury. The new summoners hall 2h's may be worth looking at too

1) It's still just as easy as ever to get into a PUG as long as you have vent and are a desirable class/spec.
2) The things that have always been against the rules are still against the rules. The only new thing is the macro crackdown.
3) Weapon procs are pretty ghey nowadays. Used to be your Malice proc actually made a difference in a fight. Not so much these days. They're useful but not something you should base your class around. Like the guy above me said, run with charges and pots if you want reliable swing speed. That, or play a Savage.
