So I've got my hands on some aurulite fragments and asked in chat were the merchant is that sells the eq that comes with it, I was told that the npc was in Undercity and ran over there but couldnt find him/her.
Anyone here that can fill me in on where to go  ?

Kobold Undercity. Look inside the buildings down in the center. The merchants are upstairs if I remember correctly. There are different merchants for different levels.
You might also be able to buy/get some good equipment in the battlegrounds. I haven't tried it myself so I'm not sure how it works (it is a recent implementation), but I believe it is the best way to get equipment while leveling up these days.

Yes, the battle ground gear done by doing the BG quests is far superior to the aurulite gear.
