Or a similar plug-in being worked on that keeps track of all ties available regardless of which char is logged ingame?

You can set your ties on the Ties tab of ELNav.

As long as I have been using ElTank ...
I will go take a look. Thank you.
Edit: Ok - I'm still not seeing the way to look up those ties (portal ties specifically) of other characters on my accounts.
