How I got Decal to work

Went in Control Panel
Remove Decal, Decal 3.0, and El Tank
Installed new Decal.
Did NOT update XML
Went in Duel Client, unchecked "Enable Injection" exited it and did not use further
Went in Decal, went in options and checked "Use Alternate Injection"
THEN, I updated my XML files.
Installed El Tank.
Logged in game normal way with only new El Tank checked. Make sure to uncheck Lifetank filter etc.
All is well.

Sounds exactly like what I did, hehe.
People just need to read instructions and follow the directions. It is kinda tough though because you have to search for all the different information...but it is worth the extra work, BEFORE installing anything.

The injection method with Decal doesn't matter. You can leave it off or on. It's just two different ways of doing it and neither one is really better than the other.
Edit: Just to clarify: The Decal Injection method is not important here. It is ACDualClient's proxy executable which is causing problems with the Decal startup - the current proxy does not call the required export, so Decal does not start. When you disable Injection in ACDualClient, it removes the proxy executable.

Haz is correct...
the main thing you have to worry about with Injection is that if you're using ACDualClient 7.2.1 or lower, you have Injection inside of ACDualClient disabled.
I have a beta version of 7.2.2 going that should fix the issue, but I'm still awaiting futher testing.
Hopefully soon.

Guys, I have no dual client anything on my system... but I get errored out of ac if I do anything at all to El Tank (IE: Try to change any setting)
