Help with Decal something i haven't seen

Sorry but i can't figure it out i might be over looking something but i can't install decal. I have tried with Alpha 3, alpha4, alpha5b, and alpha5d. and i keep getting the same message.
An error occured during the installation of assembly 'Decal.Interop Injection,version="2.9.3.2" culture="neutral",publickeytoken="481F17D392F1FB65",processorArchitecture="MSIL". Please refer to help and support for more information. HRESULT:-214319761
Now I did not have any version of decal on this computer and i already had Net 2.0 framework and D3Dx installed. So could someone please help me see what it is i'm missing here.

NM i just found that it won't work with Windows ME anyhow so sorry for the trouble.
