Where on earth is the usting tab for tank?

I've spent 30 minutes looking for the usting tab or anything like it and it's no where to be found. Probably right in front of my eyes but I don't see it. Any help is appreciated.

on the main page of eltank, click the Eltrack GUI, then open eltrack from the decal bar, then open and goto the materials tab and its all right there
