buffing and tracking plugins????

what programs do i need to be able to create buff profiles, and be able to track items/mobs?
i havent played in awhile and am coming back. i used to use BS/2 and NB2, and that was about it. but with ToD out now, i am not seeing any recent versions of these 2 decal plugins available. is there one out there that can do both of my desired functions? and what decal version is the latest please?

Tracking.. From what I understand Eltank is the only one around..
By tracking I mean finding specific mobs/chests/plants ect ect..
IF I am wrong point me in the right direction, but I dont think I am.

Find It! works as a Bandit Sight replacement.
For buffing, Buff Me is out there, think Einstien can do profiles. Castaway, kind of.
