Vault Network Boards - tank not working for me

it shows up ingame but wont buff, eltrack, el nav and all that works, jstu not hte buffing part, every thing is off a new DL(fromated my comp for XP Pro x64) and 2 of hte tank and decal items wont install do to lack of support for the 64 bit OS, i did an export of decal

dont mind life tank its going to be ubinbstalled do to its lack of support for 800x600 windowed mode:
