Where did it go? i see that on Sucamarto's AC heaven still has it in the plugin list (with "update planned" 
the link points to a very old version of it. anyone know more about this very nice plugin ?
if there is a source out there i want to give it a try..

Hazridi plans to update Exception. However, his requirement to start the update is that Decal leave Alpha Status and go to Beta which has not occurred yet. I have no clue as to when Decal will move from Alpha to Beta status.
As far as you trying your hand on the updates, the source code has never been released.
