Anybody else having problems with this? I have arcs checked and range set, but I won't shoot them. Any advice?

try setting the range at 1

It also doesn't seem to like shooting arcs if you don't know the bolt spell, as well. But, as suggested above, also try setting the range at 1 or 0.
