a red X beside decal fileserve says no surrogate.

It means that either .NET 2.0 didn't install correctly or Decal didn't install correctly.
I would suggest uninstalling both of them, then reinstalling .NET 2.0 then Decal.

It also seems that Decal does that if you haven't updated a client yet.
So, if you haven't patched yet, do it. If you're running multiple clients (dual logging), update all of them. Decal prompts you if that's the case.
Just did this on another computer before I read this thread. lol
