Bear in mind I'm not having this problem and can't figure out why it's happening, but meh.
Someone appears to be having issues running the .exe of the newest Decal. It gives him the error Unable to locate application file 'decal.msi'.
I'll direct him here and you guys can pester him.

same issue here too ... Unable to locate decal.msi when I run the setup.exe for new decal.
anyone have any ideas?

This worked fine.. Got decal running fine.. Only thing is doing it this way you have to delete your temporary internet files b4 installing plugins. Thanks flen. and everyone
