You could have done this before the DAT file changes. You can use an old AC-DM CD or if possible find the AC-DM install from Fileplanet or such places, and use ACDATExplorer (google it, I cant remember site) to save the Sounds to WAV.

The Decal FileService Filter allows access to files inside the Portal.dat and Cell.dat files.
just have to know what the file ID is, and you can just grab the whole file directly and save it.. although I believe it's a WAV file by default...
you'd have to look at the source code of the other "Dat Extractor" types of applications and figure out how they took the raw data from the DAT file and made it into a WAV file.
