Plugins can only know what the AC server tells them. In this case, I'm pretty sure the server just stops counting at 4.2b, and thus never tells the client about xp passed up above that.

If that's the case how did Eltank keep track of levels after 126 pre-TOD?

It added up all of the experience you spent in skills and attributes, plus your unspent experience.
