That plugin is called QuickBuff 1.0.0.1 and while I have installed it, I cannot seem to figure out a way to get it to work. It does not have anything on the decal toolbar inside AC. I have givenup and used BuffMe with moderate success.

The only test copy I can recall publicly posting was for alpha 6, so no, it won't work with the current decal.
It is currently waiting on the next release of decal and the bug fixes that accompany it.
