Why the hell is'nt decal updating?

I've tried the utility, and the regular update button,they just keep downloading the old ones.
I uninstalled decal and reinstalled it, and tried again but still no luck.
I also keep seeing a message beside life tank saying no surrogate and the same thing beside decal fileservice.
any help would be appreciated.

how many posts on this do we need?
please keep all similarly related items in their threads. We already have 2 memlocs threads (not counting this one) posted before you posted this one. Please request to have this thread locked and deal with the problem in the other thread/threads.
