Is it because it's coded that way or because I have turbo mode on?

You have 2 slide bars for healing...... 1 for regular healing and 1 for emergency.

Look at the setting of each.

I believe it's because you have turbo on. With my archer, he would always heal twice with the healing kit, but when I turned off turbo he would heal once.

Yes, turn turbo off. What's most likely happening is that it's not receiving your new health level before checking again.
