Setup has detected that the file 'C:\DOCUME~1\Asheron\LOCALS~1\Temp\VSD11.tmp\DX9\dxwebsetup.exe' has changed since it was initially published.
See the setup log file located at 'C:\DOCUME~1\Asheron\LOCALS~1\Temp\VSD11.tmp\install.log' for more information.
any help?

Try booting to safe mode with networking and updating Decal that way. Works for me in Vista.

Rather than booting to safe mode, try running Decal as administrator (right click on the icon, choose 'Run as Administrator'.
