Decal Won't Work! (PLEASE HELP!)

Decal won't update, and I am having other problems as well. When I try to load AC with decal enabled it sais that I am missing a file. When I try to update decal it sais that the server must be down?
But when I close decal and load AC, AC loads fine.
I d/l'd directX 9.0 and everything.
Can someone please tell me how I can fix this?
