Decal wont load since new patch

Have never had a problem with decal until now. Ive updated decal since the latest patch (as of right now) and decal does not load. I am running vista 64. It loads up on my other machines that have xp.
So Im not sure why its not working....
Have uninstalled and reinstalled, tried running as admin, tried changing compatibility modes and nothing.
I just however noticed that I have a red x in the version 1 plugin surrogate. Dont recall if that was there before or not. Not sure what that means.

You're suppose to have a red X for the Version 1 Plugin Surrogate.
As for your other problem, I can't help you.  Both of my machines are running Windows XP.

First try turning off every plugin, and see if you get the decal UI ingame.
If so, then turn on one plugin at a time and log in, until you find which one is the problem.
If not, then try posting an export.
