Greetings,
I ran into some trouble getting AC Dual Client to work on Windows 7 64bit Ultimate.
What would happen was that whenever ACDC created a .ini configuration file it would freeze up and anytime I tried to run AC Dual Client with a configuration file in the folder it would stall at 100% and the progress bar would blink. I tried many suggested solutions, however, none helped to solve my problem. Administrator privileges and win xp sp2 compatibility did not help, in fact, I tried all the different compatibilities to no avail.
After much troubleshooting and digging through the forums I eventually tried the following with glowing success.
I resolved the issue by doing the following:
I uninstalled the following in this order:
AC Dual Client
All Decal Plugins
Decal 3.0
Decal Support Libraries
Asheron's Call
.Net Framework 1.1
MSXML 4.0 SP2
MSXML 4.0
Next, I ran CCleaner and updated CCleaner then removed all invalid registry entries.
Then, I rebooted.
When windows started once again, I ran CCleaner another time for good measure.
Next, I reinstalled Asheron's Call to C:\games\Turbine\Asheron's Call - Throne of Destiny, then .Net Framework 1.1, then VB6 Runtime SP5
Next, I ran Asheron's Call after copying client.dat/portal.dat from previous so as to not have to patch again. Then logged into the game and ran around for a bit and realized that I use too many Decal plugins and the game runs really nice without them.
Finally, I shut down AC and installed AC Dual Client to C:\games\AC Dual Client and went through the basic setup. As I had previously created directories 2, 3 and 4, I declined to copy files at this time. I set up my four accounts and passwords and made sure my port setup was correct in my router. Range Port Forward not Port Forward!
Additionally, I did not have to place AC Dual Client to run with Administrative privileges or in any compatibility mode!
Alas, I can now run AC DC without it stalling at 100% on the startup logo. Similarly, I can actually log into all four accounts simultaneously!
I hope this helps someone else. I spent 4 hours troubleshooting so that maybe you don't have to.

On a side note:
I did uninstall MSXML 4.0 and MSXML 4.0 SP2, however, my after decal export lists MSXML 3.0 and 4.0 as being installed and I never reinstalled them. I never reinstalled Decal Support Libraries. Additionally, It appears that I didn't get Virindi View Service uninstalled though it doesn't appear to have affected my successful attempt at getting AC DC working.
