I have installed and updated decal and all red x's updated but one, version 1 plugin surrogate, can anyone help me get this one turned on?

It is a registry error. It does not need to be enable or removed for decal to run correctly.

It's not an error at all. Version 1 Plugin Surrogate is explicitly disabled since version 1 plugins aren't supported anymore. Having it disabled causes any plugins that rely on it to be disabled, since they wouldn't work anyways, and would most likely crash if they tried to run.
