when launching getting this error with decal - d3dx9_30.dll was not found... any ideas?

when trying to start ac with decal going when clicking server to launch ac getting this...
acclient.exe - Unable to locate component
this application has failed to start because d3dx9_30.dll was not found. re-installing the application may fix this problem.
tried reinstalling ac/decal and updated everything including all windows updates.. no idea.
