win7 user needs to install direct X that d3dx9 stuff for decal/vtank to work
sticky link now points to 2010 redistro zip file of 145 cab files and he has NO clue as to which of the cabs to extract so VTank doesn't complain tht the lates version of DX9 update is not installed.

The zip that the bundle installer links to is what you want. When you unzip it there are a lot of .cabs but there is also an installer in there. Run it.

run dxsetup after you extract the files from the download.
