Windows 7 directx_feb2010_redist install never completes

Hey all, I'm trying to install DirectX9 so I can get decal working but I can't even get past the install stage of DX. It basically just pauses on the Copying Files d3dx9_24.dll part, see the picture below:

I've also tried running as administrator, any ideas?
Graphics Card is Raden HD 5800 if it matters

I rebooted into safe mode and the install went just fine
Now running latest Decal beta release (2.9.6.4) and GoArrow so far
