running vista, so I have had problems in the past..

That will cause decal not to work, but also having AC, Decal, or any plugins installed under the program files directory will cause it. First remove anything that you see that has no version next to it. Next, uninstall AC, Decal, and all plugins that you have installed under the program files directory and reinstall them to something like C:\games. AC would be installed as C:\games\Asheron's call for example.
