For users crashing at launch with decalnet errors

Run the following snippet in PowerShell:
$mf = new-object -comobject DecalAdapter.MessageFactory
If you get an error (no feedback is good), then your 2965 installation has failed somehow. It will need to be repaired or regasm will need to be run on decal.adapter.dll.
I am looking into why this might be failing, but I can only guess the recent abuse of the decal cleaner has something to do with it.
