Coral Shield question

I've been working on trying to get the coral shield. I've talked to the quest guy and killed the 50 coral golems, and when i turned it in he says if i kill another 50 i maybe he will give me an reward. So i need 50 more, then another 50. Still no shield. Is this just a random chance of getting one when you turn in the quest or is it broken? Anyone that has gotten one that can help with some info would be great.
Also if there is a better place to farm for coral golems, I've just been running north from the quest guy and running circle around the island along the waters edge to kill.

aerlinthe is the best place to hunt them, but some people have killed thousands of golems and gotten no title or shield yet... so good luck

It's a really poorly designed quest, it's totally random if you get it or not.
