Vassal-Patrol exp passup, change?

After this patch i noticed change in this exp passup. Before patch i was doing like 60% of exp passup to my patron, after this patch it reduced to like 20%. I see nothing about that in patch notes. Whats up with this?

hadn't noticed this yet. been away a long time and i'm still stunned that exp passup no longer goes beyond your patron

Really? I didn't know that had happened.
Boy, it would have saved us all a lot of grief and drama if it had been that way from the start.
