You will find there are several glitches in Skyrim. When you get stuck in the way the quests do or so not work, use a console command (cheat) to advance the quest, not delete it. I deleted a few and it jams you up later as there is no way I know to get it back. Couldn't even find console commands to put it back on my queue.

Don't worry, I've played Elder Scrolls games before; I'm familiar with using the console when I encounter a quest-breaker. I'm pretty sure whenever Bethesda does layoffs, they hit the QC department.
