Called 311 to report a street light which was removed during watermain pipe replacement recently. The city can't take my complaint because they can take reports on lights that need repair, non-working or damaged lights, i.e., if light out, if pole tilting or bent or if cement around base protruding or if wires exposed. Since there is no longer any pole nothing can be reported. This is usual government double shuffle nonsense.

Call your locally elected municipal official, they will get it taken care of, call back till you get a date or it is replaced, call every week or two and eventually it will get taken care of, or until you get a definitive date.
