I think promoting homosexuality throughout the ranks would solve it. It's good for morale, just like the Theban sacred band or the Spartan hoplites.

The only reason people sexually assault others, is that they are being unfairly deprived of sexual satisfaction.
Supplying them with whores gives them the pleasure they deserve. And that's why they sexually assault anyone in the first place, they are entitled to it, and the injustice frustrates them.
