States have different laws on old debts. In some states a simple admission of owing the debt is enough to reinstate it. And in far more, maybe all of them, paying some small amount on the debt brings it back current as well. There are no laws against trying to collect on old debts. It is very common for collection agencies to by old debts for pennies on the dollar. They do not mind harassing you because some people will inevitably pay something and that makes it all worthwhile for them.
